Risks continue to gather, superpose and couple in cities, so it is crucial for grassroots communities to further strengthen governance resilience to prevent and resolve compound risks. In order to understand the current situation of urban community governance resilience in China, relevant assessment models have been abundant, but there is still a lack of systematic and consistent with Chinese characteristics of urban community composite risk governance resilience assessment system. Therefore, based on the New Security Landscape, which is the latest strategic deployment on security raised by the CPC, this study examines the structural elements of the resilience of complex risk governance in urban communities, and builds a set of evaluation index system with localized significance on this basis. Based on the New Security Landscape and the review of existing literature, an evaluation system composed of 5 primary indicators and 17 secondary indicators was constructed. 1254 questionnaires were collected in China and adopted the entropy weight TOPSIS method The RSR method and the fuzzy joint method of the two methods were used to evaluate the resilience of community complex risk governance.Under the New Security Landscape obtained by the three methods, the governance resilience of urban community complex risk is generally in a general state, and the order of various dimensions is basically the same: overall governance means, overall management system, overall management process, overall governance needs, overall management resources. The evaluation results obtained by the three methods are reliable, Although the resilience of Chinese urban communities to cope with complex risks has been improved, it still needs to be further strengthened in some specific areas.
