The new security is the strategic thinking of the Communist Party and the state of China on national security issues, and it provides a new research perspective for understanding grass-roots security by transcending the community resilience theory in the perspective of grass-roots governance. From the perspective of the new security, based on the literature review and the existing survey data, this research tries to build a grass-roots community resilience factors model from the value, technology, organization, management, psychology, and environment by structural equation model for deeply understanding the influencing mechanism of community resilience under the new security. The result shows that the above six dimensions have a direct impact on grass-roots community resilience, but the influencing degree from big to small is environment, value, management, technology, organization, and psychological. In view of this, the research tries to put forward some policy suggestions on shaping grass-roots community resilience under the new security pattern from the aspects of systematic thinking, the concept of people first, the whole-cycle management process, technology empowerment means, grass-roots party building model, rallying people way. The empirical exploration of this research deepens the theoretical understanding of the mechanism of influencing grass-roots community resilience under the new security pattern, and also provides a path for promoting grass-roots community resilience in the future.
