[Research purposes] Aiming at the dilemma of international cooperation in emergency management education under the "the Belt and Road" in terms of concept, system, talent training and other aspects, build the "the Belt and Road" emergency management education cooperation framework, propose specific paths and solutions, aiming to improve the quality of emergency management education in countries along the "the Belt and Road" and deepen international cooperation in emergency management education.[Research Method] Through literature analysis, combined with the theory of symbiosis, the government, society, enterprises, and universities are taken as symbiotic units to construct a collaborative emergency management education symbiotic system for domestic and international cooperation.[Research conclusions] When promoting international cooperation in emergency management education under the "the Belt and Road" initiative, China can implement the following paths:in terms of symbiotic units, promote the interaction between government, society, enterprises, universities and other symbiotic units, strengthen the willingness to cooperate among symbiotic units, reach an ideological consensus, form complementary educational resources, and provide basic guarantee for talent cultivation. In terms of symbiotic mode, through courses co creation, teaching mutual learning, technology sharing, resource reciprocity and other methods, starting from the symbiotic needs of each symbiotic unit, it stimulates the willingness of each subject to cooperate and forms a symmetrical and mutually beneficial symbiotic mode. In the operation of the symbiotic mode, each subject can receive corresponding support or benefits; In terms of symbiotic environment, create a symbiotic space for international cooperation in emergency management education from the perspectives of political environment, economic environment, cultural environment, information environment, etc.
