Since the reform and opening up to the deep field, China's public security governance system and capacity building have been constantly innovated to meet the social development. The traditional paradigm of public security governance is mostly based on the theoretical research of risk management, emergency management and crisis management, but due to the theoretical constraints of the governance context and disciplinary attributes, it is difficult to draw a clear path for the development of China's public security governance in the new era. The 20th CPC National Congress created a new model of public security governance under the overall national security concept, thus realising a new transformation of public security governance under the new security pattern. On the basis of a profound grasp of the fundamental characteristics of the new security pattern in terms of development, subjectivity, systemicity and process, the modernisation path of public security governance is constructed from the four dimensions of environment, system, subjectivity and capacity. On the basis of abandoning the traditional governance theory of public security governance, this study contributes to the two-way interaction between the new security pattern and the modernisation of public security governance, and provides theoretical support for the construction of a modernised national security governance system and governance capacity with Chinese characteristics.
