Research on the influencing factors of local government emergency management capacity from the perspective of WSR methodology -- A grounded analysis based on the national investigation report on major accidents

In recent years, accidents and disasters have continued to occur frequently, and local governments are the main force in responding to emergencies, as well as the main objects of accident accountability. Their emergency management capabilities are an important aspect of government governance capacity building, and play a crucial role in handling emergencies. To further improve local government emergency management capabilities and achieve modernization of emergency management capabilities, this article takes the 2015-2023 major and particularly major accident investigation report released by the Ministry of Emergency Management as a sample, and uses grounded theory to analyze, that is, through open coding and main axis coding, the 10 main category factors that affect local government emergency management capabilities are obtained. Based on the Physics Reason Human (WSR) system methodology, they are incorporated into physical factors, reason factors, and human factors. In the three core categories of factors, corresponding strategies are proposed to enhance capabilities, including enhancing responsiveness, institutional standardization, leadership, and risk assessment.
