As an important fulcrum of philanthropy, emergency charity plays a key complementary role in improving the pattern of great security and development and realizing the modernization of China’s emergency management system and capacity. Under the background of high-risk society, the scientific construction of emergency charity management strategy is a real response to the complex scene of risk society, to meet the diversified needs of vulnerable groups, and to eliminate deep-seated social contradictions and problems. On the basis of defining the connotation of emergency charity, this paper introduces the research paradigm of complex system theory, and analyzes the complex characteristics of dynamic openness, multiple connection and independent adaptability of emergency charity system, and the complex management elements of system connection, risk scene and subject relationship. It is found that due to the practical contradiction between normalized system and abnormal risk, homogeneous function and differentiated scene, fragmented individual participation and long-term effective needs, emergency charity needs to build a multi-level scenario transformation system toolbox, multi-state functional scene matching based on digital technology, and multi-agent network coordination of “value-norm-efficiency”. The three-coupled system resilience emergency charity management strategy improves the effectiveness of emergency charity management and truly exerts the effectiveness of emergency charity in China 's emergency management system.
