Human-ocean coupling plays a vital role in marine economic development and ecological protection. With the continuous expansion of human activities, the ocean is facing unprecedented pressure. Realizing human-ocean coupling and coordinating the relationship between human activities and marine ecology have become key issues in the current marine economic development and ecological protection. However, previous research lacks the exploration of the impact of humans on the ocean and the feedback of the ocean to human society from the perspective of complex system science, and also lacks attention to the macro-system complexity of the emergence of human micro-behavioral decisions in the social marine system. As a result, in reality, only the impact of the coupling degree is paid attention to, while the impact of the micro-to-macro emergence of behavioral decisions is missing. In order to fully understand the impact and control of human behavior on the ocean, promote integrated ocean governance and harmonious coexistence between man and the ocean, this study developed a socio oceanography analysis framework that couples natural sciences and social sciences such as complex system science, computational social science, and marine ecological and environmental science, and applied ABM+SD+CA and other models to construct a decision-making system model that includes the interaction of three subsystems: marine geophysical and chemical processes, social-ocean feedback processes, and social-economic systems and decision-making processes, as well as the impact of external climate change processes. A comprehensive model from micro-dynamic processes to macro-emergent characteristics was formed. Taking the Sousa chinensis protection area as an example, combined with the application of RS, GIS, machine learning and other integrated technologies, the feedback process between human decision-making and the Sousa chinensis conservation in the marine reserve was comprehensively portrayed, and the adaptive governance process was explored. The research results help to deeply understand the transformation of marine reserve protection and governance, and also provide new models and paradigms for the development of socio oceanography.
